Entering the correct solution for the Cylinder 7 clue gave the following message: "Call 307.275.1099 for the location. Go There and find the Man in the Hat near Parker's Foal."

Players who called the phone number heard a recorded message (listen here) that seems to lead to Horse Creek Road and a statue of a foal (and a webcam overlooking that point).

Before Robert and I departed Never Sweat, we stopped to water the horses at the creek named for just that purpose. Robert noticed some men playing horseshoes on a nearby patch of land that seemed to serve as the village square. Never one to pass up a game, he left the horses to their business and bade me follow.
