This cipher was found on the back of the letter David, Lynn, and Michael got at the end of the dead drop.

The cipher contains only two things throughout it on the back of the letter 11.14.1.1 11.6.2.3

[edit] The Solution

First the 11.14.1.1 was found to be a G which equals an A and 11.6.2.3 was found to be an O which equals a B. Replacing the 11.14.1.1 and 11.6.2.3 with the string of A's and B's can be entered in an encoder/decoder like this one: http://www.purplehell.com/riddletools/bacon.htm

In doing so the message is decoded as:

ACROSS THE COUNTY OF OUR FALLEN SAVIOR THAT FREER OF MEN THAT FIERCE HECTOR OF OUR TROY MY JOURNEY POINTED ME TOWARDS THE WHITE CITADEL OF HE THAT DIDST SPEAR THE SERPENT

This, like the first cipher, the second cipher, and the third cipher may prove to hold clues to the treasure.
